Kochi, 28 November 2025 — Kerala Regional Latin Catholic Council (KRLCC) has urged the faithful to adopt an issue-based and value-based approach in the upcoming local self-government elections, prioritising justice, unity and equal representation, and moving beyond party-political divisions to strengthen democracy and safeguard the rights of marginalised communities.
The appeal is part of a pastoral letter released ahead of Latin Catholic Day, to be observed on 7 December. It emphasises the need for all sections of society to receive proportionate participation in governance, particularly at a time when Kerala faces polarisation and growing challenges of discrimination and neglect.
The pastoral letter highlights delayed action on the Justice J. B. Koshy Commission report, which studied the educational and socio-economic backwardness of Latin Catholics and Dalit Christians. The Council expressed disappointment that the report remains unpublished and recommendations unimplemented, despite assurances from government authorities.
Continuing difficulties in obtaining community certificates, unresolved coastal issues including the situation at Muthalappozhi, slow progress in coastal protection works in areas like Chellanam and Fort Kochi, and rising concerns over coastal highway development are noted as ongoing matters requiring urgent government attention.
The bishops also pointed to fear and insecurity in high-range regions due to wild animal attacks, worsened by unregulated construction and soil extraction. Concerns were further raised over delays in securing Scheduled Caste status for Dalit Christians, as well as the lack of representation for the Anglo-Indian community in legislative bodies. The Council called for a fair and constitutional approach to minority rights, including increased budget allocation for the Converted Christian Development Corporation with benefits exclusively for Dalit Christians.
The pastoral letter welcomed recent progress regarding land rights in Munambam following a High Court ruling, expressing hope for continued positive action from the government.
As part of Latin Catholic Day observances, the KRLCC flag will be raised in all parishes and institutions on 7 December, accompanied by diocesan-level programmes to highlight community concerns and strengthen unity.
