FABC Approves Revised Statutes to Strengthen Synodal Governance in Asia

Jakarta, July 26, 2026: The Federation of Asian Bishops' Conferences (FABC) has approved a comprehensive revision of its Statutes, marking a significant step in strengthening the Federation's governance and aligning its structures with the Church's synodal vision in Asia.

The revised Statutes were approved during the 12th FABC Plenary Assembly in Jakarta following extensive discussion and discernment by delegates. The text will now be submitted to the Holy See for confirmation before it comes into effect.

Opening the session, FABC President Cardinal Filipe Neri Ferrão said the existing Statutes, approved by the Holy See in 2013, no longer reflected the Federation's pastoral and institutional development, particularly in light of its experience of the Synod on Synodality.

Presenting the amendments, Cardinal Oswald Gracias, papal envoy of Pope Leo XIV, emphasised that the revisions do not alter the Federation's identity but formally recognise developments that have taken shape over the past decade.

Among the key changes, the revised Statutes describe the FABC as "a visible expression of the unity and diversity of the Churches in Asia," reinforcing its identity as a communion of local Churches. They also broaden the Federation's mission by promoting theological and pastoral research, strengthening collaboration among episcopal conferences, enhancing cooperation with Vatican dicasteries and bishops' conferences worldwide, and representing the Church in Asia in ecclesial and international forums.

The amendments introduce an Executive Board, comprising the president, vice president and secretary general, replacing the former office-bearers structure. While the Plenary Assembly remains the Federation's highest authority, the new leadership model aims to improve collaboration and the implementation of decisions made by the Central Committee.

The revised Statutes also expand the role of the Central Secretariat to include communication, research, dialogue and collaboration among the Churches of Asia. They formally recognise the responsibilities of the deputy secretary general and assistant secretaries general, providing greater institutional clarity.

In addition, the amendments integrate care for creation into the Federation's mission and distinguish more clearly between ecumenical relations with other Christian Churches and dialogue with followers of other religions. They also replace references to the former Regional Assembly with the more flexible concept of "groupings of bishops," reflecting the evolution of regional collaboration within the FABC.

Delegates reaffirmed that governance reforms must remain rooted in communion, accountability and shared discernment. Once confirmed by the Holy See, the revised Statutes are expected to guide the FABC in strengthening collegial leadership and advancing the Church's synodal mission across Asia.
