Bhopal, August 26, 2025: The Workers India Federation (WIF), the national labour movement of the Catholic Church in India, has called on the Central Government to introduce a dedicated Labour Code – a fifth code – exclusively for the country’s unorganised sector, which accounts for nearly 94% of India’s workforce. This demand was the key focus of the WIF National Assembly, held at the Pastoral Centre, Bhopal, from 22–24 August.
The assembly was inaugurated by Rt. Rev. Dr. Alex Vadakumthala, Chairman of the CBCI Office for Labour, who emphasised that only a distinct legal framework can ensure social security and welfare for unorganised workers. The keynote address was delivered by Archbishop A.A.S. Durairaj of Bhopal and Regional Chairman of the MP Bishops’ Council.
Discussions highlighted the urgent need to guarantee job security, stable employment, and robust social and economic safeguards for unorganised workers, who are frequently excluded from mainstream legal protections. A significant outcome of the assembly was the announcement of a dedicated forum – “WIF for Women Unorganised Workers” – aimed at empowering women labourers by providing a platform to raise concerns, access support, and drive positive change.
The three-day assembly saw the participation of over 150 delegates from across India. Deliberations were presided over by WIF National President Antony Selvanathan, while Fr. George Nirappukalayil, WIF Director, presented the annual activity report.
Thematic sessions on workers’ rights, social protection, and organisational strategies were led by Mr. Joy Gothuruth, Mr. Joseph Jude, and Mr. Sebastian Palamparambil. Other speakers included Fr. Shinto Abraham (Secretary, MP Region), Sameer Lakra (General Secretary), Dr. Hemant Kumar (Treasurer), Sr. Jasmine Jose (National Coordinator), Priti Rose Kullu (National Secretary), Feliza Goes, Paschal Raphael, Joseph Francis, and Ajit Digal (National EXCO Members).
The programmes and logistics were successfully managed by the regional leadership of WIF–Bhopal, facilitating wide participation and productive discussions throughout the assembly.
