New Delhi, October 3, 2026: A five-member panel of former Supreme Court and high court judges has been constituted by the Lawyers Association for Constitution (LAFC) to examine the Special Intensive Revision (SIR) of electoral rolls being undertaken by the Election Commission.
The panel, headed by former Supreme Court judge Madan B Lokur, will examine the constitutional and statutory validity, methodology and wider impact of the electoral roll revision exercise, the lawyers’ body said in a statement.
Other members are former Supreme Court judge AK Patnaik, former Chief Justice of the Jammu and Kashmir High Court Badar Durrez Ahmed, and former judges Rekha Sharma and Anjana Prakash.
According to the LAFC, the panel will examine whether eligible citizens have been retained on the electoral rolls and whether ineligible entries have been appropriately removed.
The commission also plans to conduct public hearings in different parts of the country. Full and regional benches will travel to various locations to hear affected citizens, civil society organisations and experts and record their views and testimonies.
The LAFC said the commission would independently determine its findings and recommendations.
Senior lawyers, including Kapil Sibal, Prashant Bhushan, Chander Uday Singh, Prashanto Chandra Sen, Raju Ramachandran, Rebecca Mammen John, Warisha Farasat and Vrinda Grover, will provide strategic legal advice to the panel, the association said.
The panel will focus on the legal and constitutional dimensions of the SIR exercise and its implications for eligible voters as the electoral roll revision continues.
